The Armenian government announced the selection of Malta-based Random Systems International to build and operate the country's centralized monitoring system for the licensed gambling sector. The platform will register all bets in real time and give the State Revenue Committee direct access to the data, with full launch expected in January 2027.
The project stems from the Law on the Regulation of Gambling Activities, approved in 2024. The contract will run for 15 years.
According to Eduard Hakobyan, chairman of the State Revenue Committee, three companies submitted proposals after the new law took effect. He highlighted Random Systems' experience in Georgia, where the company carried out similar work.
System scope
Random Systems International will operate the platform through a local subsidiary to be established in Armenia. In addition to monitoring bets, the company will be responsible for regulatory functions, including enforcement of responsible gambling rules and restrictions on vulnerable players and public officials.
The system aims to create a unified oversight framework for licensed gambling, with a focus on transparency and direct supervision, reducing reliance on reports submitted by operators.
