The Santiago Court of Appeals established on Friday (7) a permanent DNS blocking procedure for betting and online gambling sites that operate without authorization in Chile.
The resolution grants the action filed by Polla Chilena de Beneficência and Lotería de Concepción against unauthorized platforms and seeks to comply with the 2025 Supreme Court ruling that ordered internet providers to prevent the transmission and promotion of gambling without legal authorization.
DNS Blocking
The court chose DNS because it considers the mechanism to offer a high level of specificity and reduce the risk of affecting legitimate sites. The decision was based on a report from the Undersecretariat of Telecommunications (Subtel), which ruled out SNI and DPI mechanisms for being more intrusive and posing risks to privacy, data protection and cybersecurity.
Polla Chilena's Reaction
The president of Polla Chilena, Felipe Dalgalarrando, said the entity values the ruling, as it establishes a clear procedure for implementing the blocking of platforms that operate illegally. He also said he hopes the measure will be implemented quickly and made himself available to collaborate with authorities in identifying the sites.
Criticism of the SII
Former Security Minister Luis Cordero criticized the performance of the Internal Revenue Service (SII), saying he believes there is a lack of coherence in the state: the courts consider the platforms illegal, while the tax agency maintains a system applicable to them. For Cordero, the Court, by establishing criteria in the enforcement phase of the 2025 ruling, assumes the absolute illegality of online betting houses. He also said the state should not allow the registration of domains of sites that must be blocked.
