TikTok Shop put into effect, on Sunday (11), new charging tiers of the Smart Promotion Programme, its commercial incentives program for sellers. The fees now vary according to monthly return on investment (ROI) and can reach 7% during promotional campaigns, according to the platform's official documentation.

The rules cover 14 markets, comprising 13 European countries and Indonesia. The charge is specific to the promotional program and does not represent a general change in the commissions charged by the marketplace.

The model uses the ROI of sales subsidized by the program to determine each store's charging tier. The indicator is calculated by dividing the gross merchandise value (GMV) of orders benefiting from promotions by the total Smart Promotion fees.

For stores with ROI below 5, the fee is below 0.5%. When the indicator is between 5 and less than 20, the charge ranges from 0.5% to 6% in regular periods, and can reach 7% during campaigns.

Meanwhile, sellers with ROI equal to or greater than 20 are subject to fees of 5% to 6% in regular periods and 6% to 7% during campaigns. The indicator is reviewed monthly, allowing changes in the applicable tier according to store performance.

Charge considers total GMV and does not allow a manual budget cap

One of the most relevant points in the documentation is the calculation basis. Although the ROI considers only orders benefiting from promotions, the applicable fees are levied on the store's total GMV during the corresponding period, including sales that did not receive promotional subsidies.

In practice, the charge is not restricted to orders that used coupons, direct discounts, or shipping benefits offered by the program.

Another important condition is the absence of a manual budget limit. TikTok Shop automatically manages promotional investments, while providing monthly spending estimates and daily performance updates. The fees are deducted in the regular payment cycles to sellers.

The program also offers a 30-day free trial for sellers who have never participated. At the end of that period, enrollment is automatically converted to the paid model, unless the participant requests to exit.

Cancellation can be made at any time, interrupting the charging of new fees and the associated promotional benefits.

The documentation lists Austria, Belgium, Czech Republic, Germany, Spain, France, Greece, Hungary, Ireland, Italy, Netherlands, Poland, Portugal and Indonesia as covered markets.
